Savings to subsidize workers’ rice, transportation
MANILA, Philippines -- President Gloria Macapagal-Arroyo has dangled rice and transportation subsidies for government workers to get the bureaucracy into energy conservation and efficient fuel use.
At the same time, Arroyo approved a P2-billion subsidy for “lifeline” electricity users or those consuming less than 100 kilowatt hour per month.
Executive Secretary Eduardo Ermita said Arroyo released the memorandum order, addressed to all “departments, agencies, GOCCs [government-owned and -controlled corporations] and LGUs [local government units]” during Monday afternoon’s meeting of the task force on energy.
A copy of Arroyo’s order, dated May 31, ordered government agencies to “adopt electricity and fuel saving measures as soon as possible.”
It also “encouraged” local government units to undertake the same measures.
“To encourage officials and employees to conserve electricity and fuel, all savings on these items in their respective Maintenance, Operating and Overhead Expenses can be used as additional rice and transportation subsidy to their employees.”
Ermita said Arroyo also tasked the Philippine National Oil Co. Development and Management Corp. and the Department of Budget and Management to jointly monitor the conservation measures and submit quarterly reports.
Social Welfare Secretary Esperanza Cabral said a previously announced P2-billion fund for poor electricity consumers will be given as a one-time assistance handout of P500 that will benefit an estimated “four million lifeline users” by the next billing period.
She said the beneficiaries will be identified through the billing records of electric cooperatives nationwide and the Manila Electric Co.
For his part, Commission on Higher Education chairman Romulo Neri bared a P1-billion fund for education, half of which will go to scholarships and the other half to student loans.
He stressed that the “target students are really from those poor families” and not necessarily from state universities and colleges.

kung itong pagtitipid ay nakakatulong talaga sa masa, then why not? para sa akin, ang kaunlaran ng bansa natin ay nakakasalalay sa mga opisyales ng ating gobyerno. at kinakailangan rin ang suporta ng bawat Pilipino.
last month, hndi ako masyadong nakapanood ng tv dahil may iba akong ginagawa. malamang hndi ako updated sa mga nangyayari sa aking paligid. nung mayo 26, 2008 (pasukan sa DLSU), nagulat na lang ako nung nakita ko sa malaking "price list" ng petron, taft avenue ang nakakalulang numero. 50+ php pra sa isang litro ng unleaded gas. hndi naman sa nagdadrama ako, ngunit medyo nalungkot ako, at medyo sumakit rin ung puso ko (dahil siguro sa almusal na kinain ko...). inakala ko kasi na lumalakas na ang ekonomiya ng pilipinas, at nawala na sa isip ko ang biglaang pagtaas ng produktong petrolyo. di natin talaga masabi kung kelan magkakaroon ng price hike at roll back sa presyo ng krudo.problema sa bigas... problema sa arina... problema sa produktong petrolyo... hindi ba tayo nauubusan ng problema? lahat na pinoproblema natin. sino kayang tao ang responsable sa nangyayari sa ating bansa?
